Carrier ??? select if you are a trucking company ordering permits for one trucking company.
Permit Service ??? select if you are a permit service ordering permits for trucking companies.
Carrier Admin User ??? select to add an admin user to an existing carrier account. You can only add one admin user to an account from this page.
Permit Service Admin User ??? select to add an admin user to an existing permit service account. You can only add one admin user to an account from this page.

Additional users for an existing account must be added by the carrier or permit service administrator from the "My Admin" page.
